Funding for training grants from the Workforce Training Fund Program has been exhausted for State Fiscal Year 2025 (July 2024 – June 2025). Applications for both Express Program and General Program grants have been paused until funds for State Fiscal Year 2026 (July 2025 – June 2026) are available. While specific dates are not yet available, we hope applications can be submitted again in July 2025.  

 

With the WTFP pause in effect, the Express Program grant application will be inactive, but the Express Directory will remain available for planning purposes. New and renewed course submissions from training providers will be accepted throughout the pause, although businesses cannot apply until the application reopens.

FY26 Express Application Now Open – Platform Transition in August 2025 

The WTFP Express Program grant application has officially reopened for Fiscal Year 2026.


However, please be advised that, in the near future, we anticipate that the application process will transition to a new platform, FormTitan. This system will introduce a new application link and incorporate several enhancements designed to improve efficiency and user experience. 


While the current application is available now on this platform to facilitate submission ahead of the switch, we encourage applicants to remain aware of the upcoming transition. Additional updates will be posted on our website in the weeks ahead.

Announcement: New DUA Compliance Requirement for FY26 Applications

Beginning with applications submitted in Fiscal Year 2026 (starting July 2025), all business applicants are required to upload a valid Certificate of Compliance from the Massachusetts Department of Unemployment Assistance (DUA) as part of this application.


For our team to affirmatively assess your compliance with WTFP guidelines, your DUA Certificate of Compliance must contain the following elements:


1. Verify your organization's compliance with UI/UHI contributions.

 

2. Explicitly verify that your organization contributes to the Workforce Training Fund. Your Certificate must say, "[name of business] contributes to the Workforce Training Fund."


3. Report the total number of Massachusetts W-2 employees (part- and full-time) as of the most recent DUA filing.


4. Verify your organization's exact legal business name and FEIN. The business legal name and FEIN must be consistent with the information provided in the application itself and must be consistent with all relevant compliance documents (COGS, W-9).

Please be advised: The Certificate of Compliance is valid for only one month from the date of issue. Applications submitted with a missing, expired, or incorrect Certificate of Compliance will be rejected.

Ready to apply? Please gather the following required materials:

Your organization's Legal Name (and d.b.a. if applicable)
Your organization's Federal Employer Identification Number (FEIN)
A signed copy of your business's Form W-9 verifying your full legal business name and FEIN (signed and dated within one year from the date of application submission)
A Certificate of Good Standing from the Massachusetts Department of Revenue (issued within the last six months)

A Certificate of Compliance from the 
Massachusetts Department of Unemployment Assistance (Not expired on the date of application).
Course ID from the Express Directory for all courses (the ID starts with a "C-" followed by 4 or 5 numerical digits)
Current number of Massachusetts employees in your organization (full-time & part-time)
Contact info of an individual in your organization authorized to sign a contract to accept a grant
Training start date for all courses (the earliest training start date must start on or after the indicated contract start date in the application, and training should start within 6 months of the contract start date).
  • This application should take between 15-30 minutes to complete.  
  • Please plan to complete the application in one sitting. You will not be able to save and return to the application once you begin.
  • You are limited to one application per day, unless you plan on applying for more than ten groups/courses.

Not Eligible for WTFP Funding

Federal, state or local government entities do not contribute to the Workforce Training Fund and therefore are not eligible to take part in any grant-funded training. Please exit out of the application.

As a small business with 1-50 W-2 employees in Massachusetts, you may be eligible for up to 100% reimbursement on training costs, up to $300 per instructional hour and a maximum of $3,000 per person per course, upon completing an approved course


As a small business with 51-100 W-2 employees in Massachusetts, you may be eligible for up to 50% reimbursement on training costs, up to $300 per instructional hour and a maximum of $3,000 per person per course, upon completing an approved course


Businesses in Massachusetts with more than 100 employees are not eligible to receive an Express Grant. Please consider the WTFP General Program for your training needs.
